I have seen very similar pieces attributed to the Fratelli Toso Company in Venice and dated to the 1950s

so this likely was first used

I'd guess it was done by a street artist at a fair or tourist destination, and can just picture the scene, with the sullen subject reluctantly sitting for the portrait, perhaps forced by a parent nearby who has informed the artist of their child's acting aspirations!
